The Rizal Robredo Index: Project Overview

The Concept

The Rizal Robredo Index seeks to provide the voting public with a common set of standards for evaluating incumbents and candidates for public office. The goal is to find and identify the top performers and first class leaders who can help accelerate the development of the Philippines as a progressive, productive nation. They are the ones who embody an envisioned national character of intelligence, courage, honor and capability, the ideals associated with the national hero Jose Rizal and the late Jesse Robredo.

The Project

Development of The Rizal Robredo Index is now underway. The idea is to construct an evaluation of public officials in a public forum using a structured instrument called The Rizal Robredo Index. It would measure the aptitude and performance of elected and appointed officials as well as candidates for office. It would have several vital applications: (1) a way to identify top performers and get them into the national consciousness and/or help them move up, (2) to encourage government officials to work well, and (3) to educate the public.

The Approach

The emerging influence of Filipino netizens in Philippine political affairs will be tapped in both the development stage and eventual application of the Index. 

There is a growing interest expressed in social media by concerned Filipinos who want to participate and more importantly influence other Filipino voters in choosing and electing the right people to public office. They earnestly wish for the betterment of the country and are willing to take actual steps to achieve that wish.

A public forum is envisioned wherein social media users are able to share and exchange very useful information with each other, using the Rizal Robredo Index to capture the information onto tables that will (1) record the credentials and achievements of public service officials, (2) score and quantify their merits, and (3) allow comparative rankings to be made. 

It is also hoped that this can evolve into a formal recognition system for public officials,as Transparency International would evaluate corruption standing or Pulse Asia would measure public approval of officials, with a ratings panel like the Nobel Peace Prize Committee that would look at reviews prepared by teams of volunteer scouts in the field tracking and recording what government officials are up to.  This will enable high quality people working within Philippine government institutions and agencies to get the recognition they deserve.

The Work Group

We are netizens and social media users whose goal is to drive toward quality in public service, promoting the standards expressed by Rizal and Robredo for a disciplined, honest, productive Philippines. We feel compelled to do real deeds, beyond the ideas and comments we write on blog sites.
