Methodology:
- The subject individual is being evaluated on Character, Intelligence, and Capability. He/she is being rated on each of the evaluation criteria indicators based on evidence and previous demonstrations of strength and weakness for each requirement, using a scale of 1-5
- 5 = Very Strong. Outstanding.
- 4 = Strong. More than acceptable.
- 3 = Acceptable. Adequate. Meets requirements.
- 2 = Somewhat weak. Less than acceptable.
- 1 = Very Weak. Poor
- Average or acceptable scores 3.
- In cases where insufficient information exists to provide a rating, the indicator is scored a "three" to neutralize the rating.
